Cooperation between State bodies to solve future need for critical communications in Norway

The Norwegian Government trusts that mobile operators will deliver secure, reliable and innovative mission-critical services in the future. There will be no dedicated public radio network.
 
The Norwegian Directorate for Civil Protection (DSB) and regulator Norwegian Communications Authority (Nkom) are working closely together on a concept study of how the critical communication needs can be satisfied. The National Security Authority is also participating.

  • Transitioning from TETRA to 3GPP based networks
  • Handling security and reliability when "all eggs are in the same basket".
  • What will a 5G core add?
  • What must be owned/operated by the State?
  • Maintaining competition over time and avoid lock-in?
  • What governmental tool box can be used to harden commercial networks?
  • How can the whole society benefit from state investments?
