Patrícia Leal Coutinho holds a bachelor's and a Master's degree in Electrical Engineering as well as a specialization in Telecommunications from the University of Brasília - Brazil. She has played a fundamental role in pioneering initiatives for the regulation in the use of telecommunications in disaster preparedness and response measures in Brazil. Patrícia was also responsible for implementing the “Defesa Civil Alerta”, a disaster alert system via Cell Broadcast, already in operation in Brazil’s southern and southeastern regions Additionally, she led the deployment of nationwide disaster notification systems via SMS (Short Message Service) and pay TV. Currently, she coordinates the emergency telecommunications and risk management activities related to critical infrastructures at the Brazilian National Telecommunications Agency - Anatel. Patrícia has been working with Anatel since 2009, and has also contributed in regulatory management, strategic planning and station licensing. In her previous professional experiences, she has collaborated with planning, interconnection and engineering activities at Claro telecommunications service provider, Tele Centro Oeste Celular (current Telefónica) and in the Telebrás Holding.
