A Naval force needs to replace an obsolete system used to establish and control radio communications between a communication center and vessels sailing across the globe. A network of ground sites, scattered worldwide, is equipped with multiple analog radio transmitters, transceivers and modems enabling the ship/shore unidirectional and bidirectional communications with vessels. Each site has a maximum number of 64 radios.
